China Energy Label (CEL)
China Energy Label (CEL) is an energy consumption label for products in the People’s Republic of China (PRC). Manufacturers of specified electronic devices are obligated to attach a CEL label to their goods to inform China-based consumers of the product’s energy efficiency.
The goal of CEL is to encourage customers to buy energy-saving products, thereby supporting the sales of energy-efficient devices in China. The label includes the product’s energy efficiency class (from grade 1 to grade 3, grade 1 being the highest), as well as information regarding its energy consumption. Products requiring CEL, as specified by the regulatory authority, can be sold, traded or used for business activities in PRC only after CEL permission has been granted.
PRC authorities do not differentiate between imported or locally manufactured goods; CEL is obligatory for all goods entering the Chinese market.
